Threats, coercion and fear.
A carbon tax or cap-and-trade would be a world-wide commerce-killer. The science is fraught with error and questionable political pressure. The models have every indication of being "garbage-in, garbage-out". If AlGore and the UN want to help things out, maybe they should reduce their own energy use.
