At least IMHO. I believe Cheney IS right.
We live within that "thin veneer of civilization" that would quickly evaporate in the wake of a nuclear terror attack. We know (or should know) how quickly and unexpectedly a terror attack can come. 9/11 should have been a wake-up call for the entire country. But those who are bent on consolidating their own power are more than happy to undermine the security of the country.
Any terror attack is bad for this administration, but the worst of the worst is fatal for the Country and for Liberty. This will be the post-nuclear apocalypse.
